Healthcare is a right, not a privilege—but for many refugee claimants in Canada, access to care is out of reach. This campaign challenges the inequities of Canada’s Interim Federal Health Program (IFHP), which often fails to meet the actual needs of refugee claimants, particularly in Quebec. While the program is designed to provide temporary health coverage, its limited scope, lack of awareness among providers, and administrative barriers leave too many newcomers without care when they need it most.

This campaign highlights how gaps in the IFHP translate to real harm: claimants often face delays, are refused service, or must pay out of pocket—pushing an already vulnerable population into deeper precarity. In Quebec, where healthcare is supposed to be universal, this two-tiered system stands in stark contrast to our national values.

We’re calling on federal and provincial leaders to reform IFHP implementation, ensure providers are better informed, and expand access to essential care for all refugee claimants. Health should never be conditional on paperwork or status—it should be guaranteed.
